A relatively large proportion of the Ultra-Orthodox population in Jerusalem is needy, and requires support of private and public charitable organizations. The most significant Biblical verse relating to charity is “Righteousness (“Zdaka” in Hebrew) deliverth from death” (Proverbs 10:2).
